Education & Experience: High School diploma or equivalent. 1-5 years of Human Resources or Payroll experience. Bachelor’s degree preferred but a combination of education and experience will be considered. Demonstrated proficiency in Microsoft Office Suite; strong communication and organizational skills, and ability to interact effectively with faculty and staff. Must be strictly confidential, dependable, able to multi-task, and a team player.
Perform a variety of highly confidential HR & Payroll functions including but not limited to HR/Payroll workflow, payroll related data entry, new hire set up, and other Personnel and Benefit Administration duties.
Duties include but are not limited to: 1. Assist the Payroll Specialist in preparing, maintaining, and providing complete payroll records and reports in accordance with established Cooperative Accounting Policies and procedures, in accordance with RUS Uniform System of Accounts, in accordance with Generally Accepted Accounting Principles, and in accordance with applicable Federal and State Regulations that will contribute to the efficient management of the Cooperative. 2. Assist, support, and cross-train with the personnel and benefits representatives to develop a full understanding of personnel and benefit duties and tasks, as well as company policies and procedures. 3. Enter data into the database according to instructions with exceptional accuracy and attention to detail. 4. Verify and review materials for completeness and conformance with established regulations and procedures. 5. Develop, update and retrieve data from new/existing spreadsheet models, database programs/files, and/or other automated/manual sources. 6. Establish, maintain and update files, records, accounts and other information as needed to support and document functional operations and activities. 7. Prepare response to requests for information for unemployment claims, salary and benefits data, employment verifications and related matters. 8. Update and maintain various manuals, reports and files. 9. Review, sort, and distribute incoming and outgoing correspondence. 10.Follow Cooperative, OSHA, state, and other regulatory rules and procedures as they pertain to, but not limited to, safety in the workplace.
Working conditions and physical abilities: Working hours include 8:00 to 4:30 with one half hour for lunch. Incumbent is required to be available for emergency and/or pre-arranged work whenever called upon. Job requires sitting most of the time, primarily inside work at a desk. Requires repetitive motions with hand and fingers such as dialing and keyboarding. Must be able to use office equipment such as a copier, computer, scanner, and printer. Must be able to communicate to individuals and small groups. Minimal exposure to fumes, odors, dust and dirt. Must be able to read, write, understand, and be able to utilize accounting formulas. Requires analyzing data and reports, coordinating people and resources, and developing plans. Must be able to present information to others and work under stress.
